Sub: - The Proposals submitted by the committee i.e. MCI undergraduate
working group 2010 with eight members in the committee without any
Forensic Expert.
With reference to the subject cited above, the A.P Academy of Forensic
Medicine would like to present the following few lines for
consideration
The grounds for appeal against to the proposals, proposed for
undergraduate medical education given by undergraduate education
working group of 2010.
 The group contains only one pre-clinical member out of eight
members. It shows that the clinical people have dominated the
committee, without seeing the basic things in pre and Para clinical
subjects, which are the most important for medical students to become a
Basic doctor.
 Forensic Medicine, the subject deals with conducting postmortem
examinations, assessment of age of male and female, issuing potency
certificates and exhumations with all these the Forensic doctors are
helping the judiciary to conclude medico legal aspects of the cases
during their judgments .The MCI never thought of improving the man
power in all subjects (Pre and Para-Clinical) and deliberately given
permissions to the private medical colleges.
 Regarding the curriculum point of view, the Forensic Medicine
subject taught in 2nd year ,need to be touched the subject with extra
classes in final year, also to have knowledge against consumer
protection act and organ transplantation act, injuries and in medico
legal aspects of cases like 376,304 B,498 A ,302 etc. Due to megree
knowledge in medico legal aspects, doctors are facing cases against
them, according to Indian Evidence Act 198 to 201, IPC 304 A.
 By giving the permission to the number of private medical
colleges without improving the basic amenities like mortuary, because
to construct the mortuary and maintaining of it, will cost the medical
college around Rs 2 crores, For a private medical institution without
getting the renumeration back, from medico legal side,
 it will become overburden to the private medical institution
to spend money on it. The doctors working in private institutions are
reluctant to work for medico legal cases like postmortem examinations
and to attend to courts (Judiciary).
 The audacity of the committee which has recommended four years
course is not workable and due to the reduced course for MBBS, the
exposure will be less in nature.
 We request you to go for 4 + 1 pattern for MBBS course and
increase the teaching hours of Forensic Medicine to clinical side also
and the number of examination papers need to be increased from present
one to two papers i.e. incorporation of Clinical Forensic Medicine as
an individual entity in the second paper.
 We regret to say the proposed undergraduate medical education
of 4 years not gone in depth calculation, assessment and evaluation
and given these report without conducting round table conferences from
the medico legal experts ( Forensic Medicine ) East, West,
North and South. In future the burden of the medico legal work is going
to be increased due to population explosion; the private institutions
not allotted their casualty to Forensic Medicine department of
respective colleges.

1) We definitely feel that the committee of the working group is
hand in glove with lobby of the private medical institutions and given
this kind report.
2) We strongly believe that the following measures to improve the
standards of medical education
3) Forensic medicine is a basic science importantly, it gives
knowledge and exposure to know the time since death (Physiology of
Death ), Negligence and criminal aspects of the death and opinion on
suspicious deaths and unknown deaths.
4) The exposure of Forensic Medicine should be from the first year
to the final year for the students to become a basic doctor.
5) Most of the corporate and some of government doctors are
mentioning the Non-MLC, Natural Death, Unknown deaths as MLC cases and
Vice-Versa.
6) The Forensic medicine should be introduced in PG course with
basic sciences like Anatomy and Physiology and subjects of final year
should be included in curriculum of Forensic Medicine to know the
procedure of surgeries in latest laparoscopic and conventional
surgeries and for students of MBBS course
7) The private medical institutions are extracting work of
Forensic doctors only from teaching, we propose that the private
medical institutions should recruit the Forensic doctors not only for
teaching, but also the casualty and Emergency ward should be under the
control of Forensic doctors.
8) The technique of Forensic Pathology also should not be
neglected.
9) It is in need that Forensic Medicine should be start along with
the Pathology in Group- B and it should extend into clinical subjects
as Clinical Forensic Medicine in Group – C.
