Dear All
The year ending and the begining of the new year has been quite dramatic for
forensic medicine in the sense that as soon as BOG MCI agreed to our demands in
priniciple; the very next day we saw the so called VISION 2015 Document (of
course that would have been prepared much early) launched on thier website. As
apprehended in my last mail the time has come when all of us to respond to this
situation for sake of survival of subject.Well contrary to Dr Akashdeep
Aggarwal's depressing note( not that much) rather now we should start 2011 as
A New Year-A new Challenge, A New Goal, A New Optimism, A New Approach, A
New Mission, A New Resolution  etc.We have to act very fast and put everything
into action in a methodical manner and therfore last few days have been extremly
hectic and mentally draining and ultimaley culminated into the efforts which are
avilable at and published in The pioneer today
http://epaper.dailypioneer.com/ThePioneer/Pioneer/2011/01/03/ArticleHtmls/03_01_2011_005_035.shtml

and another news item which has been launched on website

http://www.merinews.com/article/forensic-medicine-needs-a-boost-to-fight-crime/15839049.shtml

In the mean time as per my discussion Dr Deepak De,souza took the inititaive and
eased my burden by launching the blogspot; available at
http://forensicmedicine123.blogspot.com

All the forensic fraternity are reuqested to post their views on this blogspot
positively within 5 days owing to impending emergency with a copy to me so that
everything can be compiled by 10th Jan. and send to MCI.The MCI vision document
is being attched herewith for your kind perusal. While commenting try to be
precise and penetrative. One aspect reg placement of subject in 2nd or in final
prof i.e.para or at par with clinical subject is required.also please comment
upon the weightage to be given to toxicology i.e.one third or half(as
represented by Dr Pillai in the capacity of President ,indian Society of
Toxicology).Accordingly I shall be further grateful that in either case the
distribution of teaching hours need be clarified since in present recommendation
2nd prof is only one year duration whereas FM has been mentioned as Catogery C
but during 2nd prof. In the other scenario i.e.clinical subject the duration is
2 years( 20% for basic sciences) whether it will be appropriate if we demand the
incorporation of FM as clinical subject - core subject and not elective ( of
course which has been a long pending demand) with proper integrated/isoliated
teaching of discipline during every topic( Sexual offence, Injuries, Toxicology,
Ethics, Medicolegal Documentation etc.). in the latter case a proper
distribution of teachimg hours considering other disciplines also need be
submitted.

In the meantime I am conducting the ?autopsy of vision-2015 document for its
obsoleteness/malfide intention/wrong projection/repercussion on society
vis-a-vis the present system of teaching of course with some improvemnts. Also
it has to be seen in this perspective since it is a fact that indian doctors are
grabbed by other countries do we really want to revamp or the fault lies
somewhere else in the system which needs to be taken care off rather than this
MIOPIC-2015.Also we may seek opinion of our collegues from
Surgry(Injuries),Gynae(Sex offence-? exam of  accused( of course not from
Pharma-Toxicology) whether they are comfortable with this idea and subesuent
sitting in the court for 2 days in a week. the abhorance of the said proposal
also need be done by those faculty.etc.
i have mentined a few please provide the detail inputs. On behalf of iAFM I am
extending my thanks to,Dr Desouza, Dr Mestri, dr Mahabalesh, Dr Nagesh KR ,Dr
Ashish Jain and other active members of forensic frternity for initiatig the
things.

With warm regards

  1. Respected sir,
i like to mention that Dr Gopal JI MIshra and Dr. C. Damodaran had submitted "Perspective Plan for Indian forensic" to Ministry of Home Affirs , available on home ministry web site though it mainly concerns about forensic science but there is lot for forensic medicine too, like -on page no 41 mention "'Yet another very important level playing field is forensic
medicine (directly contributing to justice delivery) under constant
distress of many shades irrespective of its classical preaching – cum –
practising patronage by Health Ministries of the Centre/States (Ref 68
    – 70]. Funding, strengthening and enlarging of this discipline are
warranted in the genuine interest of criminal justice management and
in the specific context of crime investigation." I REQUEST YOU TO KINDLY BRING IN THE NOTICE OF DR GOPAL JI MISHRA AND DR C. DAMODARAN WHO HAVE PRESENTED THIS REPORT TO HOME MINISTRY, ABOUT THE PROBLEM WE ARE FACING. THANKING YOU DR rahul ambulkar
