Subject: Suggestions about forensic medicine & toxicology.

Respected Sir,

Myself dr. mohammed iliyas sheikh is working as professor & head in the department of Forensic Medicine & Toxicology at Surat Municipal Institute of Medical Education and Research, Surat , Gujarat since 2005.

As per the said document on the web side of mci about my subject, I want to emphasize points which allow you think once before reaching on any decision for recommendations.
1.                  The subject is not only teaching to second MBBS students but also post graduate students of the
             subject the future Medicolegal experts as well as PG of other subjects also.
2.                  To guide medical officers especially those are working in the field.
3.                  To help in the investigation of crime to the police and lawyer.
4.                  To assist in understanding the case in the view of medical science to the honorable court from
              time to time.
5.                  The honorable Supreme Court had given order to perform custody death investigations by
             the staff members of the forensic medicine department.
6.                  We are preparing the basic doctor for Health for all and about 80 % graduates are working in
             the field at PHC, CHC, Health centers and also as private practitioners.
7.                  These doctors are not facing any problem about pathology, microbiology, pharmacology or any clinical subjects but they are afraid of Medicolegal cases. When any doctor in the field having a Medicolegal case he started perspiring, increase heartbeat etc. and try to contact any person who know something about the case or to department of forensic medicine & toxicology.
8.                  From day one on the duty he/ she has to perform autopsy, prohibition case examination, sexual offences cases, injury reports, age estimation etc. but not the investigation like microbiology or pathology or any other subject.
9.                  This is the full clinical subject and should be implemented in following way;
a.                   The subject should be taught from 3rd semester to 9th semester and examination along with part II
              subjects.
b.                  The examination pattern should be as follows:
                Two papers of theory examination, one practical examination and viva voce to be conducted.
                Paper 1 – Forensic Medicine and Forensic Psychiatry – 3 hours
                Paper 2 – Medical Jurisprudence and Toxicology – 3 hours

Internship:

Rotating Internship postings of 15 days to the Forensic Medicine and toxicology department must be compulsory for all interns.  For autopsy purpose the medical colleges not having autopsy facilities can depute the interns to the nearest Government/Civil hospital.

Looking in to the present scenario the crimes are increasing day by day and the criminals are using ultra modern devices and methods, the importance of subject is increasing because no subject other than FMT can go deep in the investigation because they are over burden with their own work.

I hope you will understand the importance of the subject with this small introduction and prepare the recommendations accordingly.
